xml way to represent cell phone protocol

Hey,
I want to make a library that would provide general api for accessing
the phone through the computer.
Since a lot of the new phones use AT protocols I was thiking the library
can use xml to describe the protocol and the library would just read the
right xml to fit the phone. This way I guess it would be a lot simpler to
add new phones or changing/adding new functionality.

If anyone is intrested in helping me out in finding a simple clean way
to describe the protocol please email me.
