Yes, we are maintaining an educational distribution based on Debian Live 
used in several hundred schools by several thousand users in 
Switzerland, Austria, Liechtenstein, Germany, UK, ... see here:

What someone considers "odd" is a very useful scenario for someone else.

We are most probably not the first ones who need a locale dependent 
start menu. We might be the first ones who actually managed to fight our 
way up to this mailing list. I am pretty sure that we are neither the 
only ones nor the last ones who need this feature.

Again: The proposed workaround only works for the Exec key, not for the 
URL or the NoDisplay key.
