Interesting problem the one you present here. 

The text present in the <target> of an <alt-trans> element is supposed
to be a good translation of the corresponding <source>. Therefore,
copying the "msgid" from the PO entry as <source> and placing a fuzzy
match in the <target> seems to be against the nature of the <alt-trans>
element.
