[xliff-tools] Sun Editor with OASIS files

Hi Martin,

Sun's editor does not have a catalogue and fails to find the DTD or
Schemas for validating XLIFF files.  

A bug for supporting XLIFF 1.0 files that do not declare the DTD was
filed, see
https://open-language-tools.dev.java.net/issues/show_bug.cgi?id=73

I did not find a complain about lack of support for XLIFF 1.1 Schema in
the Issue Tracker, so perhaps you will have to add a new bug report.
