Yes.  You are right.  Debian only package stable version.

If you want these to be added, please check latest scim-tables and
extract tables you want from CVS or James's release 0.5

Debian source is available using following method:

edit /etc/apt/sources.list to include deb-src for testing and unstable
$ sudo apt-get update
$ apt-get source scim-tables
